Phase-out of gssklog service

Description of Service Change:
Due to the replacement of its functionality by other services (such as CVMFS), the gssklog service, i.e. the translation of grid proxy certificates into AFS tokens, will be stopped at 9am on Thursday, 22 February 2012.
The time for this service change is changed to 2pm.
