Decommissioning of CASTORALICE default pool

Description of Service Change:
The read/write access to the default pool in CASTORALICE instance will be disabled as agreed with ALICE.
Access to CASTOR without an explicitly defined Service Class will not work (SVC_CLASS env variable).
Please refer to the guidelines of the experiment to use ALICE computing resources at CERN.
